CJIS Security Awareness Training - Name Change
With the changes to the CJIS Security Policy 5.9.2, the training title CJIS Security Awareness Training was changed to Security and Privacy - General in nexTEST and on CJIS Online.

The memorandum regarding the CJIS policy changes can be found under CJIS Documents, along with the new training workflow charts that will come into effect September 12, 2024. It is encouraged that you share this information with your VCIN users as soon as possible.

Updated Training Slides
The VCIN Administrative Office is pleased to announce that the VCIN certification slides have been updated. All slides are compliant with the VSP Academy standards of uniformity. The slides have sound, and a resource handout under each module that is available for testing purposes. If a user encounters any issues viewing or hearing the slides, please contact the VCIN Administrative Office at 804-674-4660.

The User Request Form has been updated. You can find a copy under CJIS Documents, along with the instructions.  Moving forward, please use this form for updates. The existing form will be accepted until December 30, 2022

Expanding Coast Guard Document & Registration Number Field Lengths


TO:                All VCIN Agencies

The United States Coast Guard recently updated their query specifications. The new specifications call for expanded Coast Guard Registration Identifiers (CGD) and Registration Numbers (REG). This is a variable field length that will allow up to ten (10) characters.

The VCIN System, OpenFox Messenger Forms for Enter Boat (EB), Query Boat (QB), and Nlets Query Boat Registration (BQ) will be modified on October 31, 2022 to increase the Field Lengths for the CGD and REG from eight (8) to ten (10) alphabetic/numeric characters.

This update may require a programming change on your CAD system in order to comply with this modification.

Emails with nexTEST 
We are happy to announce the current software update with nexTEST has implemented a feature that requires users to enter their email address. When the user logs into nexTEST, they will be prompted to enter and confirm their email address. We do suggest that they use their work email.

The purpose of this new feature is to have the user receive email notifications when their VCIN certification is about to expire. These emails will be sent out when the user is set to expire within:

Thirty (30) days

Five (5) days

One (1) day after expiration

The nexTEST system will email users annually to verify their email.  If you need an email changed or corrected, you can contact the VCIN Administrative Office at vcin.training@vsp.virginia.gov for assistance. If you encounter any issues with this update, please email us or call at 804-674-4660.

VCIN TRAINING WORKFLOW CHARTS!
Not sure what's the next step in the training process? Got you covered. Colorful certification/re-certification workflow charts are now available for you to view and download. You can now find them under CJIS DOCUMENTS, listed as Limited Certification Workflow & Full Certification Workflow.  This will assist you with answering any questions regarding your testing progression.  


All VCIN TACs are encouraged to provide your users this chart along with their said training.

VCIN TAC Training 
VCIN TAC Training is now available in nexTEST. All TACs should have received an email with an overview of how the training is set up. If you should encounter any issues (no sound, cannot access the confirmation/completion of reviewing the training), please send an email to vcin.training@vsp.virginia.gov so we can assist you. In addition, please inform your VCIN users not to access this training, as it is designated for TACS only. Thank you!

The Missing Child with Autism Alert Plan has been re-named and is now called the Missing Person with Autism Alert Plan. Revisions to the alert manual have been made and can be found under CJIS Documents.

SP-67 & SP-183 REMINDER
TO:         All VCIN Agencies

SUBJECT: Missing Persons Form
Effective April 27, 2021, all agencies that are currently faxing in Missing Children (SP-183) or Missing Adults (SP-67) reports, should begin emailing these forms and photos to the vamissing@vsp.virginia.gov email address. 
This process will help increase our efficiency, and allow us to cut down on waste. Please make sure that each form is legible and completed in its entirety (i.e. signatures in Part III & Part IV). We also ask that you send separate emails for any additional missing children/adults.
Due to security concerns we ask that you redact any social security numbers.  We do ask that you include any VIC/NIC numbers in the top right corner of each form.  In the email subject line, please insert the following:
Example: Smith, John (specify adult or child) To prevent the need for encrypted emails, you may also redact the child/adults date of birth. If both the date of birth and social security numbers are redacted, you MUST list either the VIC or NIC number in the top right corner of the form. Without that information, we will not be able to locate the entry.

UPDATE OF JAVA CERTIFICATES IN OPENFOX MESSENGER
PLEASE BE ADVISED THAT THE JAVA CERTIFICATES UPGRADE HAS BEEN COMPLETED. PLEASE ENSURE THAT EACH MESSENGER STATION IS LOGGED OFF AND THE APPLICATION IS CLOSED COMPLETELY. RELAUNCHING THE APPLICATION WILL UPDATE AND DOWNLOAD THE NEW CERTIFICATES.

YOU CAN VISUALLY CONFIRM THE UPDATE IS IN PLACE BY GOING TO HELP IN THE UPPER MENU, CLICKING ON ABOUT OPENFOX DESKTOP, AND GOING TO THE DESKTOP SECTION, WHICH SHOULD NOW SAY THE VERSION IS 3.08.0003.

IF YOU RUN INTO "UNABLE TO LAUNCH APPLICATION" ERRORS, YOU'LL WANT TO CLEAR OUT YOUR JAVA CACHE, AS WELL AS THE BROWSER CACHE OF WHICHEVER BROWSER YOU'RE USING TO LAUNCH DESKTOP, AND TRY RELAUNCHING.  IF ANY USERS ARE LAUNCHING FROM A SAVED SHORTCUT, WE STRONGLY RECOMMEND AGAINST THAT, AS THEY WON'T RECEIVE THIS OR ANY OTHER UPDATES, AND IN TURN, WON'T BE ABLE TO ACCESS THE SYSTEM UNTIL THEY'VE LAUNCHED FROM THE WEB PORTAL.  IF YOU GO THROUGH THOSE STEPS AND STILL ARE UNABLE TO LAUNCH, PLEASE EMAIL CPI CUSTOMER SUPPORT AT SUPPORT@OPENFOX.COM.

Virginia Missing Child with Autism Alert Plan

SUBJECT:  Virginia Missing Child with Autism Alert Plan

Effective July 1, 2020, a newly established alert plan will be available to all Virginia law enforcement agencies.  The Virginia Missing Child with Autism Alert Plan is a newly established plan, which was created by legislation in the 2020 General Assembly. 

The Virginia Missing Child with Autism Alert Plan will provide a valuable tool for all Virginia law enforcement agencies to help locate missing children who have been diagnosed with Autism Spectrum Disorder, while also allowing the broadcaster of Virginia an opportunity to contribute to the communities they serve. 

We are hopeful that the Virginia Missing Child with Autism Alert will assist in the safe recovery of missing children with autism who may be in great danger. 

This plan is available for use to all Virginia law enforcement agencies and can be used as their primary Missing Child with Autism Alert Plan or as a supplement to a local plan.
